Subcommittee to review AIR workload-analysis draft, aims for executive summary before July 1 deadline

The subcommittee overseeing special-education policy said it will review a draft workload-analysis report produced by American Institutes for Research (AIR) and provide a coordinated executive-summary contribution to the Bergen Commission's final report.

Brian, a staff member who spoke for the Department’s team, told the group the study used focus groups, surveys and expert panels of service providers — including special-education teachers, speech-language pathologists, school psychologists and counselors — and that the draft should come to the department this week. "Their final report draft ... should be coming to CSD in a a really finalized format this week," Brian said, summarizing the timeline and the study's broad approach.

The draft includes a proposed framework for local workload analysis comprising nine essential components and a review of collective-bargaining agreements in 30 districts, Brian said. Members said the subcommittee's role is largely to act as "a second set of eyes" and to coordinate an executive-summary response that the Bergen Commission can use in its final report.

Members pressed staff on distribution and review procedures. John asked whether the department's internal approval process would delay sharing; staff replied the subcommittee could receive the report as a draft for review while CSD and the Office of Policy and Management complete any formal signoffs. Cynthia, introduced in the discussion as the Deputy Commissioner, agreed and asked members to treat the document as draft material subject to later tweaks.

The group set a timeline to reconvene to discuss the draft and assemble the subcommittee's executive-summary contribution. The subcommittee plans to circulate the AIR draft as soon as it is available, collect member feedback, and have the chair and Leslie coordinate a draft executive summary for the Bergen Commission. The meeting coordinators asked members to send questions by email in the interim and agreed to reconvene the following week to finalize the subcommittee's input.
