In his report, Blankenship also updated the council on a Department of Local Affairs (DOLA) grant that the council previously consented to pursue, a salary survey planned for 2025, and recent meetings with Logan County on emergency medical services (EMS) functionality; he noted the intergovernmental agreement (IGA) with the county expires in May. Mayor Foos asked councilmembers their view on appointing Donald Saling as interim city manager; council discussed timelines and the possible use of a consultant to lead recruitment for a permanent replacement.
The council did not take a formal vote to appoint an interim manager at the Jan. 14 meeting but agreed the topics warranted further attention, including a potential special meeting to discuss hiring and other emergent items. Blankenship’s planned departure sets a near-term personnel milestone for the council and staff to manage while other operational items proceed.
