City staff told the Sandpoint Arts, Culture, and Historic Preservation Commission on June 9 that a comprehensive commercial zoning update — including a 14-page historic-preservation chapter (Chapter 9) — is compiled and will be emailed to commissioners for review. Staff said the chapter is procedurally detailed and that many exterior changes in the draft would trigger review, creating a new threshold for permits the commission should understand.
Staff urged the commission to read the materials carefully and to prepare for outreach to affected property owners. The planner explained that typical small exterior changes (for example, awning or window replacements) could require review under the draft, and that commissioners will need to be deliberate about processing timelines and messaging to reduce frustration among owners. Staff recommended a property-owner meeting and a commission 'page-turn' workshop to ensure consistent understanding before the ordinance goes to Planning Commission and City Council for hearings later this summer or early fall.
Commissioners discussed scheduling a special meeting to review Chapter 9 together and tentatively agreed to hold a page-turn session Monday, June 15 at 8:30 a.m., pending room availability and public-notice requirements. Staff will email digital binders and provide hard copies on request. Commissioners emphasized outreach that starts with property owners before broader public hearings to surface concerns and reduce adversarial testimony.
