Des Moines County supervisors approve claims, personnel items and zoning ordinance; board waives third reading on Ordinance No. 34

The Des Moines County Board of Supervisors on Aug. 19 approved a slate of routine claims, personnel actions and policy housekeeping, including adoption of a zoning ordinance amendment and authorization of a small contribution for a Highway 61 preliminary assessment.
The board approved accounts payable claims totaling $580,385.57 after a motion to approve was moved by a board member and seconded; roll call votes in the record show affirmative votes by members including Tom Brooker, Shane McCampbell and Jim Carey. The board also approved a payroll reimbursement item of $442.46.
Supervisors voted to approve several personnel items. The board approved an 8-hour unpaid leave for Andrea Holmes, a public health nurse; accepted four conservation separations/terminations (listed in the personnel packet as Grant Swanson, Aaron Keyhole, Trevor Kalinski and Kendall Colby); and approved a full-time correctional officer appointment for Rayanne Anderson with a salary adjustment from $50,072.77 to $51,364.11.
The board took up zoning ordinance No. 34 for a second reading, opened a public hearing (no speakers registered), closed the hearing and then voted to approve the ordinance and waive the third reading. The motion to adopt Ordinance No. 34 and waive the third reading was moved by a supervisor, seconded, and passed by roll call.
The board approved the annual liquor license renewal for Country Treasures LLC after no objections were raised.
On a separate motion, supervisors authorized a contribution of up to $10,000 to support consultant-conducted preliminary assessments and coordination related to the future Highway 61 (Roosevelt Boulevard) reconstruction project; the motion passed by recorded vote.
The minutes for the Aug. 12, 2025 meeting and routine reports (court and sheriff fee reports for July 2025) were also placed on file and approved.
What happens next: Adopted ordinances and approved personnel actions will be reflected in county records; staff were directed to proceed with the Highway 61 preliminary assessment procurement steps consistent with the funding authorization.
