Council adopts one-year moratorium on out-of-town water connections while master plan proceeds

The Breckenridge Town Council on June 9 adopted Resolution No. 9, Series 2026, placing a temporary one-year moratorium on out-of-town water-service connections while the town completes a water master plan and infrastructure analyses.

Public works staff explained the moratorium is intended to protect system capacity as the town updates the water master plan and advances two major projects including the Gary Roberts plant rehabilitation. "That plan will help the town to better understand what the future of the water system and what our system can capacity and long-term water planning," staff said during the work session.

Council moved, seconded and adopted the resolution by roll call. The recorded vote was yes from Council Members Carlton, Page, Beckerman and Gerard and Mayor Kelly Owens; Council Members Sade and Lucky were absent.

What the moratorium does: The temporary pause applies to new service connections for out-of-town properties for one year while the town's planning and engineering analyses finalize recommended capacity, allocation and long-range infrastructure decisions. Public works said they will return with additional information as the master plan and plant rehabilitation studies progress.

Next steps: Staff will monitor permits and planning applications that could be affected and bring any exceptions, clarifications or follow-up recommendations to Council based on the water master plan findings and project timelines.
