Consultants outline four-day community sprint for Breckenridge arts plan

Consultants leading Breckenridge's Arts & Cultural Master Plan presented a schedule and approach to the Town Council on June 9, saying the core engagement will happen in a concentrated four-day sprint from June 17 to 20.
Linda Flynn of Culture Planning Group told the council the project team has already completed more than 20 stakeholder interviews and two steering-committee meetings and will use those conversations to ask informed questions during public outreach. "This engagement process is really more than gathering data. It really is going to be about building genuine community authorship of the plan," Flynn said.
Consultant Rosario Osai described a day-by-day structure that mixes targeted small-group meetings (galleries, artists, donors, students, restaurants, lodging and nonprofits) with open, drop-in creative sessions across town. Saturday was described as the broadest outreach day, aimed at families, youth, visitors and the local workforce. Organizers said they will offer bilingual facilitation and multiple interactive activities, including a community loom, a color-coin priority poll to help residents rank goals, and a "vision grid" for people to post written and drawn ideas.
Staff and consultants said they will also run online sessions for workforce participants and second homeowners and are coordinating distribution through local partners, including the recreation center and nonprofit groups. Council members asked how businesses would be notified; staff said invitations and specific sign-up links were sent to business organizers and a broader calendar blast went to business-license holders. Council asked staff to ensure engagement events are posted clearly on the town calendar and to use consistent naming so the public knows sessions relate to the arts master plan.
Implementation timeline: consultants said the project is in the engagement and research phase now, will enter analysis and synthesis over summer and fall, and aims to deliver a draft plan by late 2026 with final adoption in early 2027. The consultants asked the Council and steering committee members to act as ambassadors to increase participation and credibility for the plan.
What's next: the structural organization and funding analysis will be presented June 23 by Summit Street Group, and Council members were encouraged to attend the public engagement events next week.
