Council approves first reading to limit marijuana licenses and define 'residential areas' 6-1

The Sterling City Council held the first reading of Ordinance No. 1, Series of 2025, which would amend Chapter 3.5 (Marijuana Licensing) to add a definition for "residential areas" and to impose a limitation on the number of city licenses granted prior to March 1, 2027.
City Manager Blankenship introduced the ordinance and City Clerk Forbes read it by title. Councilmember Janes moved to introduce the ordinance and Councilmember Haynie seconded. The motion carried on first reading by a vote of six-yes and one-no; voting was recorded as Janes yes, Haynes yes, Raffaeli no, Delgado yes, Foos yes, Haynie yes, Wolf yes. Councilmember Raffaeli spoke during the discussion about the moratorium provision and later moved to remove that section from the ordinance; the motion to remove received no second and therefore died.
The minutes record the first reading and the vote tally; the council did not adopt the ordinance on final reading at this meeting. Any change to the moratorium provision would require a subsequent motion and vote at future proceedings.
