The Mount Shasta City Council voted June 8 to hire GHD to prepare a conceptual master plan for the Landing project, awarding the firm a $175,000 contract to be paid from remaining EPA brownfield cleanup grant funds.
City staff said 14 proposals were received, five teams were interviewed and the selected team offered transportation planning and economic analysis expertise the panel judged essential. Todd, the city manager, said the recommended firm provided “more than we actually put into our RFP for the same amount of dollars,” citing experience on nearby waterfront and redevelopment efforts.
Supporters said the selected team’s transportation planner has established working relationships with Caltrans District 2 — a capability staff flagged as important because of the Landing’s interface with state highways — and the team also includes an economist who can model how to phase development so early investments produce a return that supports subsequent phases.
During public comment, a resident raised concerns about the surplus-land posting process for the Landing and asked that state surplus-land requirements be followed; staff responded that multiple filings and notices have been managed but acknowledged a community interest in transparency. Council approved the GHD contract and noted that the planning process will include public outreach and multiple town halls.
Next steps: the consultant team will schedule and run community town halls, produce a conceptual master plan with phasing and transportation analysis, and coordinate with state agencies where necessary.
