County to transition Veteran Directed Care program to RCIL on July 1

Staff told the committee that the county has long participated in the Veteran Directed Care (VDC) program, contracting with a fiscal manager while the county provided case management and care coordination. After a readiness review and discussions with the VA medical center and the Resource Center for Independent Living (RCIL), staff recommended transitioning full administration of the VDC program to RCIL effective July 1 to reduce duplication and administrative burden.
The county currently estimated approximately $80,000 in pass‑through funds for veteran care services that will no longer flow through the county budget for this program. Staff said RCIL already serves several neighboring counties and will provide the same services to county veterans; the county will end its contract for the fiscal management portion of the program and continue other partnerships as appropriate.
Committee members were informed of the transition; staff said they will finalize contracting and adjust budgets accordingly before July 1.
