Lander council approves budget amendments, consent agenda and contract change order

The Lander City Council voted to amend the FY2023-24 budget to recognize unaudited interest income and cover departmental overruns, approving a total of $210,000 in expenditure adjustments. Staff told the council the unaudited surplus exceeds $700,000 and about $510,000 of that would be reserved for equipment maintenance and savings.
On the consent agenda, the council approved minutes for September meetings and routine bills and claims. The council also adopted on third and final reading an ordinance amending park rules and penalties (Title 12) after a prior discussion.
In capital projects, the council authorized Change Order No. 2 for the Lander high-pressure water system upgrade with High Country Construction, increasing the contract by $35,840 to cover missed service-line connections; staff said the work addresses omitted items in the original design.
Other actions included approving a police-department reclassification to create a Corporal role and amending the salary structure to add that position; councilors discussed long-term effects on department structure before the vote.
Council recorded votes for these items during the meeting; the minutes show motions moved, seconded and approved by vocal affirmations during roll-call voting.
