Personnel staff said the job specification had not been updated since 1994 and was revised to align with Arts and Cultural Affairs Law and other counties’ job descriptions; staff characterized the historian as a board‑appointed, volunteer director‑type position that does not require initial board funding but will report according to law and standard practice.
"We looked to see what it was a regulated position. It's based on arts and cultural affairs law and it requires certain duties be done," Penny Gentiel, the county personnel director, said when describing the revised job specification. Committee members asked for clear language about supervision and records custody.
Members discussed whether the historian should report directly to the board or to the county administrator and emphasized that records or artifacts given to someone while acting in an official capacity become county property. The committee agreed staff should post the position for 30 days, accept applications and forward them to the agreed supervisor for interviews.
A roll‑call vote approved the duty statement and the posting. Staff said they will post the vacancy, keep the posting open for 30 days and send applications to the administrator or designated oversight staff for screening and interviews.
