Planning staff summarized three consultant cost estimates that ranged from $225,000 to $370,500 and said the higher estimate reflected a more detailed scope. The county was told it likely qualifies for an 85/15 match under program scoring (reducing the required local match), and staff estimated the in‑kind staffing match over three years at about $43,600, including fringe costs.
"We have quotes in the range of 225,000 to 370,500," the presenter said, noting the higher quote reflected a deeper review of scope and likely better alignment with the county’s needs. "So, any anyone want to make a motion that we approve pursuing that grant application for $370,500?" the presenter asked before the committee moved and seconded the request.
Committee members discussed whether to list a budget ceiling in the RFP and concluded it would be better to solicit competitive proposals without advertising the county’s award amount; staff said the RFP will proceed and, if awarded, the county will run an RFP for consultant services. Members also discussed the grant’s new requirement that comprehensive plans include child‑care‑friendly practices.
The motion to apply for $370,500 passed on a roll‑call vote. The resolution and grant application will be filed as required by the Department of State; the county will follow the usual RFP process for selecting a consultant if the grant is awarded.
