Jason, a Gardner City planning staff member, told the planning board on June 9 that the developer for the Pearl Street/Route 140 parcel intends to move forward with an Open Space Residential Development (OSRD) plan rather than the preliminary subdivision previously approved. Jason said the materials submitted satisfy most pre-application requirements but noted a site visit to the parcel has not yet been completed; the site visit is optional but available if the board wishes to view existing open space and wetlands on site.
Jason described differences between the subdivision and OSRD approaches and said the OSRD design reduces total road length (and impervious surface) by roughly 110 to 120 feet compared with the subdivision alternative. He also recounted prior feedback that a wetlands crossing option was reviewed early in the project's concept stage and had been discouraged by the conservation commission because it would require significant wetland impacts.
Board members discussed whether a site visit was necessary; several members said they were comfortable proceeding without a visit. Jason said the developer will return for a full public hearing on the definitive subdivision review or OSRD permit and that abutters would be notified and the meeting advertised as required.
The presentation was informational; no vote was taken on the Pearl Street project at this meeting.
