The Parks Board approved a contract to update the town's 2027 impact-fee zone improvement study for a lump-sum value of $50,000. Staff described the contract scope and noted Baker Tilly is a subcontractor to the consultant.
Board members raised questions about subconsultants and whether permitting or other third-party fees were included; staff and counsel indicated those are standard boilerplate and are intended to be covered in the lump-sum price. A board member proposed changing contract language so that any price changes or additions would require board approval; staff said the contract could be approved subject to that change. The board approved the contract with that condition by voice vote.
Staff advised the board that exhibit C (compensation) would be amended to require that any pricing changes come back to the board for approval if they exceed the signatory threshold for staff. The contract will proceed with the modified language and the consultant will begin the work as specified in the RFP.
