Board approves private hangar water hook‑up, discusses airport water wells and policy

The Madison County Airport Board voted April 13 to allow a hangar owner to connect to Ruby Valley Field’s water supply at the owner’s expense as the board weighed longer-term water infrastructure and policy issues.
Fred Wurden participated by telephone and discussed the possibility of connecting hangar E‑14 to the airport water supply. Scott Payne moved to allow Wurden to connect to the RVF water supply at his own expense; Jim Frey seconded the motion and all members voted "aye." The board recorded the approval without an associated funding commitment by the county for that private connection.
Separately, Lance Bowser of Robert Peccia & Associates told the board that public water-supply well designs for Ennis Big Sky Airport and Ruby Valley Field are complete to 100 percent but that the projects are awaiting funding. The board and RPA discussed funding options including connection fees, increased lease rates, initial development costs and core infrastructure expenses so that the first user would not have to bear full development costs.
Bowser said the group examined restrictions related to water and wastewater service for fixed‑base operators (FBOs) and discussed drafting an Airport Water Policy to govern future connections and service. No policy was adopted at the meeting; the board discussed options for funding and policy language and will return to the topic as funding clarity and proposals develop.
