Council members said the purchase will allow the city to leverage a State Revolving Fund (SRF) grant (staff cited an SRF program totaling roughly $35 million for construction and treatment work statewide) and that current reserves were sufficient to accommodate the accounting change. The measure was moved, seconded and adopted on a council vote.
Staff characterized the budget amendment as a “cleanup” item to reflect an already-approved purchase in the fiscal records for FY 2025–26. The amendment was presented as necessary so the contract, previously approved, would have a corresponding budget entry in the financial system.
Next steps: Finance will post the amendment to the fiscal-year records, and staff will proceed with SRF grant processing and project implementation.
