Yancey County Public Library outlines five-year strategic plan for 2025–2030

Whitney Leehr, director of the Yancey County Public Library, presented the library’s five-year strategic plan ("Our five year trail map for SUCCESS 2025-2030") to the Board of Commissioners during the June 1, 2026 recessed budget session.
Leehr summarized the library’s vision and goals, emphasizing five strategic priorities: creating lifelong readers, programming across generations, serving as a community hub, improving adult literacy and serving as a mental and physical health resource. The plan cites community feedback and usage statistics gathered in 2025 and 2026 and proposes programming, partnerships, and staffing initiatives to meet identified needs.
The plan includes findings from a community survey and usage metrics: it reports only two K–12 library cards in 2023–24, that 40% of library users use the library monthly, and that 80% of survey respondents expressed a preference for physical books over digital holdings. The plan proposes digital skills classes, partnerships with local educational and health organizations, outreach and bilingual resources, and a Digital Skills Librarian position in 2026.
Leehr thanked the commissioners for their support. The presentation was received as part of the ongoing budget discussions; the board did not take immediate action on resource requests in the strategic plan during these sessions.
