Council approves Meadows Phase 5 (73 townhomes) and grants concept approval for 70‑unit senior living project

The Leonardtown Town Council voted June 8 to approve final site development for Meadows at Town Run Section 2 Phase 5, which will add 73 townhome lots, and to grant concept approval for Evergreen at Cedar Terrace, a proposed four‑story, 70‑unit senior living facility.
During the Meadows hearing, a nearby resident, who identified herself as Rising Flowers of Landing Way, urged the council to withhold final approval until a funded traffic mitigation plan for the Hollywood Road and Macintosh Road intersection is in place. She cited the Southern Maryland Transportation Needs Assessment and the St. Mary's County Transportation Plan updates, saying the corridor is projected to degrade in level of service and that funding for needed improvements has not been identified.
"Before the commission grants final approval for this level of density, we must address the severe infrastructure deficit at the intersection of Hollywood Road and Macintosh Road," the resident said, asking the council to require a formal traffic mitigation plan and funding before approving an additional 150 to 200 commuter vehicles the development would add.
Planning staff and councilors responded that the overall Meadow project has been reviewed in multiple prior hearings, that state highway improvements and passing lanes were required and built in earlier phases, and that the town and state submit annual transportation priority letters to SHA. Council moved to approve the final plan for Phase 5; the motion passed with one recorded opposition.
On Evergreen at Cedar Terrace, proponents described long wait lists for senior housing and said a larger unit count was necessary to make the affordable‑senior housing project financially feasible. A Cedar Lane representative and others said the proposed density follows adopted zoning and prior need studies. Council granted concept approval and directed continued coordination on buffering, landscaping and design details, which will return to planning staff and the planning commission for final approvals.
Both approvals followed the town's planning and zoning commission recommendations and will proceed through required final permits and site‑plan steps.
