Three Crowns Joint Powers Board approves FY27 budget, confirms management committee and hears operational updates

The Three Crowns Joint Powers Board approved its fiscal year 2027 budget and several routine items at a regular meeting Wednesday evening.

The board voted unanimously to accept the April 8 minutes and the May treasurer's report and to pay the listed vouchers. Eric Nunn moved to approve the minutes and later moved to approve the FY27 budget with a single editorial correction — that the “Total FIB Investment Income” line be a subtotal of the two preceding lines; Pat Sweeney seconded both motions, and all members in attendance voted in favor.

Rob Hurless, the board’s treasurer, presented the FY27 proposal and the financial statements included in the treasurer’s report. Hurless said the report details investment and checking accounts and the current vouchers. After the FY27 budget was amended as noted, the board adopted it as presented.

The board confirmed the membership of the Three Crowns Management Committee, approving a slate that includes Shane Close, Mike Layton (listed on the slate; Layton provided his proxy to Chairman Jim De Golia for this meeting), Jim De Golia, Tom Van Kleef, Amanda Lord and Randy Hein. The motion to approve the committee passed unanimously.

Jeff Kelly, executive director, gave an operations update for Three Crowns Golf Club. He reported that the club is “off water restrictions, for now,” and said staff are implementing a business plan that includes new booking software expected in two to three weeks that will require payment at the time of booking and allow the club to pass credit‑card fees to customers. Kelly also said staff are focusing on reducing labor costs when weather affects course play and are planning to reconvert the 10th hole back to a par 5 to restore the original course design. He added that the club is working with Metolius to expand dashboard permissions for more users.

Rob Hurless said he is coordinating with BP to complete and open a walking pathway in Platte River Commons by June 7 so the route is available for the Casper Marathon, which is a Boston Marathon qualifying event. Hurless said he will check how ownership of the path is divided between the Joint Powers Board and Platte River Trails.

Jim De Golia said the executive committee has engaged outside counsel and advisors: Nick Murdoch to review the Three Crowns LLC operating agreement and a potential development LLC, Keith Nachbar regarding local government matters, and Chapman Vladez & Lansing as general counsel for the Joint Powers Board. De Golia also noted a recent significant increase in the Three Crowns property tax assessment and said the board is exploring an appeal.

Prospective board member Cale De Paolo introduced himself and, when asked about potential conflicts because of his current employment at Three Crowns, said he was not involved in club operations and “would recuse himself as necessary.”

Anna Hebbert, chair of the Community Engagement Committee, noted that Poplar Street will be closed from Collins to CY from June 1 through the end of August and suggested the closure could divert traffic to King Boulevard, creating an outreach opportunity for nearby properties.

There was no public comment. With no further business, Shane Close moved to adjourn; Eric Nunn seconded and the board unanimously adjourned at 7:31 p.m.

The board’s next scheduled meetings are the Three Crowns Golf Club Committee on June 9 and the regular board meeting on June 10, both at 2435 King Blvd.
