City awards $442,654.85 contract for 2026 street improvement project

The Castle Hills City Council on June 9 voted to award the 2026 street improvement project to Brook Paving and Construction LLC, the lowest responsible bidder, for $442,654.85.
City Manager Christopher Duke said 11 bids were opened on May 10 and the project includes repairs to West Avenue (south of Antonian High School), Moss from Lockill Summit to Northwest Military, and Sunflower from Lockill Summit to Northwest Military. "The programmed work is West Avenue repairs ... Moss from Lockill Summit to Northwest Military and Sunflower from Lockill Summit to Northwest Military," he said.
Staff said the project will be paid from the street improvement fund; the year's allocation was $550,000, which included construction and engineering, and the recommended bid came in roughly $58,000 under that allocation. Duke said a pre-construction conference will set the construction schedule and notices will be sent to the community.
The city also requested that the contractor keep the asphalt millings for public-works use; staff plans to use the millings in alleyways to smooth surfaces. Councilmembers asked about references for the contractor; staff said the project engineer (Adora) performed reference checks and reported positive recommendations.
Councilmember Danes moved to award the contract and authorize the city manager to sign; the vote was unanimous.
