The Town of Clay Planning Board on May 27 recommended that the Town Board approve a zone change referral for a 0.78‑acre parcel fronting the West Herr dealership on State Route 31. Tim Coyer of Ianuzi & Romans presented the petition to rezone the parcel from NC‑1 to HC‑1 to allow expanded dealership parking.
Chairwoman Michelle Borton related Onondaga County Planning Board comments relaying that the Onondaga County Health Department requires any future onsite construction to connect to public water and that, unless the applicant can demonstrate anticipated sanitary flows will not exceed previous flows by more than one sewer unit, the applicant must develop a one‑to‑one sanitary flow offset plan in coordination with the municipal engineer. Planning staff noted the parcel is in the Oak Orchard Wastewater Treatment Plant service area.
Board members supported recommending the change to the Town Board, saying the rezoning will help keep dealer vehicles off the road and improve safety. Paul Graves moved to recommend the petition (form #50) with standard comments; Jim Palumbo seconded and the motion carried 7‑0.
