Council took up ordinance 202623 on second reading to establish the Vista Business Improvement District in the Vista neighborhood. Scott Garvin, chair of the Vista BID steering committee, explained two principal amendments: shifting assessment calculations from fair market value to taxable value and tightening the BID’s geographic boundaries to concentrate available resources in the district core.
Garvin read the revised boundary text and said the steering committee would upload an updated map and adjusted assessed values into the record. He also said the ordinance adoption date would be changed to June 9 with an effective date of June 25, 2026 under the amendment.
Council discussed the revisions briefly, confirmed staff would post the revised ordinance and map, and then voted by roll call to approve the amended ordinance on second reading.
