Board tables funding-guideline revisions after members request more time; staff to reconvene in July/August

Staff proposed a set of revisions to the Urban County application and funding guidelines at the June 8 meeting, but the board tabled the package after members requested more time to review, especially on a new design/URA requirement and a new loan-management policy.
Rebecca Royce explained the major changes: reorganizing application sections and categories, clarifying which project types compete in each funding category, establishing a standalone loan-management policy consolidating prior scattered language, and adding a new Section 11 stating that acquisition or construction projects must have sufficient design (staff proposed about 30%) completed to determine the level of environmental review and whether Uniform Relocation Act requirements or temporary-construction-easement payments will apply. Royce said staff would reassess scoring if an application later revealed URA-triggering impacts and would reallocate funding if the new information affected rankings.
Board members raised concerns about timing, public review and staff capacity. Board member Victoria said she was reluctant to approve sweeping changes without time to vet impacts in her district and suggested either a special meeting or a later decision after more local review: "I'm very reluctant to just jump in on this and vote so quickly," she said. Tracy (from La Center) and others supported posting full packets online so jurisdictions and the public can review proposed changes in advance. Michael Torres and staff said posting materials when they become available was feasible and suggested a target of posting supplemental documents by Thursday evening when possible.
After discussion the board voted to table the entire policy package and schedule a special meeting in July or August to finalize the changes; staff will return with a clarified packet and can also present the standalone loan policy and the proposed design/URA requirement. The board also discussed RFA planning topics: staff recommended renaming the public-services priority from "housing counseling" to "subsistence payments" (short-term emergency assistance to prevent homelessness) because HUD-certified housing counseling is narrowly defined and no local HUD-certified housing counseling agencies (CBDOs) are available.
