The Effingham County Board of Commissioners voted June 9 to rezone approximately 5.01 acres from R1 to AR1 at 42 Blue J Road in the First District, saying the change better reflects the property's existing agricultural/residential character.
Planning staff (Miss Jennifer) told the board the parcel contains a single‑family residence, an accessory structure, and a pond, and that wetlands exist on part of the property; staff said no subdivision, increase in density, or new development is proposed. The property is served by public water and private septic, and staff recommended approval.
Applicant William Silva said he sought AR1 to align his property with neighbors and noted a possible future small business under a conditional use permit, but he said no business is planned at present. "Really the reason we're wanting to do that is just to kind of keep it agricultural," Silva said.
Board members discussed whether the rezoning was intended to permit a business use. Staff explained that a conditional use review would be required for a business and that if the property changes use or ownership in the future it should be brought into current B3/B‑zone standards as appropriate. The board moved to approve the rezoning as submitted; the motion carried on a voice vote.
