The Effingham County Board of Commissioners on June 9 approved a request from Timothy Peavey to rezone about 5.06 acres from AR1 to AR3 to facilitate a minor two‑lot residential subdivision near Georgia Highway 17 in the Third District.
Planning staff, represented by Miss Jennifer, told the board the proposal would split the tract into one 2.56‑acre lot and one roughly 2.5‑acre lot while leaving the existing residence on one parcel. "Staff finds that the proposed two‑lot subdivision is generally consistent with both designations and it maintains a low density residential development pattern and does not introduce a new land use," Miss Jennifer said, noting a soil report had been approved and that the applicant had secured access approval from the Georgia Department of Transportation.
Applicant Timothy Peavey described the property as front pasture and back woods and said he wanted to sell one of the two halves so "somebody could build a house or something." Board members asked technical questions about a 60‑foot easement and whether the access was adjacent to Highway 17; staff and the applicant confirmed GDOT and the county engineer had signed off on access.
No members of the public spoke in opposition. After brief discussion that the proposal was "pretty straightforward," a commissioner moved to approve Public Hearing No. 1. The motion was seconded and carried on a voice vote.
The board noted that items presented at this meeting will be scheduled for a formal public hearing on July 21 at 5:00 p.m.
