Architectural Review Committee approves Antonian Prep's LED scoreboard; forwards application to City Council

The Castle Hills Architectural Review Committee on Thursday voted to approve an application from Antonian College Preparatory to replace an existing analog scoreboard and press box with a same-size LED scoreboard and an attached press box, forwarding the approval to the City Council for final action.
Mark Papich, director of development at Antonian College Preparatory, described the project during a public hearing, saying the replacement swaps the analog cabinet and light-bulb numerals for a digital LED screen of the same size and that the new press box will be mounted to the existing bleachers. "Hello, I'm Mark Papich, director of development at Antonian College Preparatory," he said when presenting the proposal.
Papich said the school submitted a lighting analysis showing light from the scoreboard falls off well before reaching nearby homes and noted the press box is largely obscured by tree cover. He also described efforts to address neighbors' sound concerns, saying staff conducted decibel testing during several track meets and "we've got our readings down to 45 to 50 dB" after reorienting speakers and reducing volume from earlier readings near 60 dB.
Committee members asked questions about lighting and sound. A member who reviewed the packet said the applicant had provided the required materials and raised no objections. On lighting, Papich said the press-box exterior fixture is an egress/ingress light and the scoreboard's LED display will be bright to viewers but produces minimal ambient illumination at nearby residences (the applicant cited a falloff to about 0.0053 foot-candles at the nearest properties).
After discussion, a committee member moved to close debate and another seconded. The committee then voted to approve the application as presented; the chair announced the item will be considered by the City Council at its meeting tomorrow at 6:30 p.m. The committee adjourned following the vote.
The committee's approval is advisory; the City Council will make the final decision. The application packet lists the property legal description as "CB57 88B 68B block three lot three Antonian High School," and the applicant noted the correct street number is 6425 West Avenue. The City Council hearing on the application is scheduled for tomorrow at 6:30 p.m.
