The council introduced Ordinance 13 50 on Oct. 15, a housekeeping and targeted amendments package that renumbers sections of the Santa Paula development code and corrects inconsistent cross-references.
Staff said the package also includes policy adjustments: reducing the public‑hearing sign-posting requirement from 11 to 10 days to better match current practice, and allowing conditional-use permits that lapse to be renewed for two continuous one‑year periods (instead of a single year) when certain conditions are met. Staff removed a proposed new minor-modification tool from the ordinance for further drafting and subsequent planning‑commission review.
Councilmembers asked staff to forward a public email raising ADU concerns to the planning director and planning commission for a deeper dive; they also suggested the planning commission review rules for street festivals, pop-up events and home-occupation retail language to ensure ordinary low‑impact online or small‑scale home sales are considered.
Council voted to introduce the ordinance by title and to return it for future hearings as planning staff continues analysis and public outreach.
