Library board approves $17,650 change order as renovation contracts are finalized

At its June 2 meeting, the Chadron Public Library Board of Directors approved a $17,650 change order to cover added sales taxes on renovation contracts, a step board members said was required after the library’s foundation was found ineligible for tax exemptions.
Representatives from Fuller Constructions and JEO told the board the renovation contracts are fully executed and that tuckpointing work will be inspected by JEO staff during a walk-through next week. Fuller representative Colin Steinke said all contractors are in place. Keenan Johnson of JEO reported the Foundation’s ineligibility for tax exemptions required contract revisions to add sales taxes, producing the $17,650 change order.
Board President Heather Crofutt moved to approve the change order; Robert Wahlstrom seconded. Crofutt, Wahlstrom and John Coates voted yes and the motion carried. The board said it will meet with the Chadron Public Library Foundation to sign the revised contract and reaffirmed that Janet Johnson is to make project decisions together with the board. Members asked staff for monthly progress reports going forward.
Why it matters: The change order clears a financial hurdle created by the foundation’s tax status and allows contracted work to proceed; the board made explicit who will hold decision authority for day-to-day project choices as work continues.
The board is scheduled to reconvene July 7, 2026, and staff said they expect to report on the tuckpoint inspection and the Foundation signing the amended contract at a future meeting.
