Philadelphia City Council adopts FY2027 operating and capital budgets

Philadelphia City Council voted on June 11 to adopt the FY2027 operating and capital budgets and several companion fiscal bills, approving the city’s operating plan and multiyear capital program.

Chief Clerk read Bill 260199 (operating budget for fiscal year 2027) and Bill 260200 (FY2027 capital budget); roll‑call votes were recorded and the bills passed on final reading. Council President Johnson announced the bills passed with the required majorities.

Council members praised elements of the budget during closing remarks. Minority and majority members both highlighted measures designed to protect municipal workers and schools: Council leadership said an agreement was reached to preserve 340 positions in the school district and to provide $50 million in recurring funding aimed at stabilizing those jobs.

Council Member Jamie Gauthier, sponsor of the city’s water affordability package, said council expanded assistance to households at up to 200 percent of the federal poverty level and codified a shared‑responsibility policy for billing disputes. That package and other human‑services investments were described by council members as wins for tenants and low‑income households.

By the end of the session the clerk tallied that dozens of bills and resolutions had passed during the meeting; council President Johnson summarized that the session adopted 319 resolutions and 126 bills over the session cycle.

The budgets take effect according to the city’s fiscal rules and will be implemented by the Mayor’s Office, the Office of Finance and the relevant departments. Specific program rollouts and departmental spending plans will be published by administrative departments in the weeks ahead.
