City staff told council on March 25 that an urgent operational gap in raw water control required a short‑term equipment substitution. Water/Wastewater Director Carl Ray said the plug valve specified in the original design carries a roughly 30‑week lead time, which could leave the water treatment system vulnerable if spring runoff arrives early or with high flows.
"The plug valve has a 30‑week lead time," Carl Ray said. "A butterfly valve can be delivered in seven days and allow us to operate the vault now; it can later be used as an isolation valve while we drop in the plug valve when it arrives." The council approved a $27,500 change order to purchase and install the butterfly valve as an interim measure; staff said the plug valve will still be ordered and installed when available.
Separately, staff presented results of a competitive procurement to rehabilitate the wastewater plant’s north clarifier. Two bids were received; engineers reviewed schedules and references and recommended the lower bid (base + alternate) at $162,427. Council approved awarding the contract to the recommended bidder and directed staff to proceed with scheduling.
Funding notes: staff said a $50,000 DOA grant will contribute to the raw water control project; the change order and contract awards were presented as necessary to maintain system reliability and meet project timelines.
