Planning commission approves Full Circle Filtration land use at 594 S. Carbon Ave., with safety and stormwater conditions

The Price City Planning and Zoning Commission approved a conditional use permit March 9 for Full Circle Filtration to manufacture and warehouse filtration products at 594 S Carbon Avenue in the Commercial 1 zoning district.
The commission’s approval includes several site-specific conditions intended to protect public safety and nearby properties. Those conditions require LED exterior lighting for all customer and employee ingress points, a driveway loop and parking areas to be hard surfaced within 24 months and an interior access driveway constructed to safely accommodate up to a 170,000‑pound emergency vehicle apparatus. The applicant must provide a minimum of 10 off-street parking spaces, including required ADA spaces.
Commissioners also required right‑turn‑only egress from the site, with signage installed to comply with the Manual on Uniform Traffic Control Devices, repairs to perimeter fencing on the south, west and north sides, and a secured dumpster to prevent wind scatter. Site landscaping must meet the Code minimum of 5%, and stormwater flows must be controlled and retained or released to a conveyance that accommodates a 100‑year, 1‑hour storm event. The commission further required a Price River Water Improvement District (PRWID) wastewater survey and compliance with any PRWID measures identified.
"The applicant acknowledged that he is aware of the conditions of approval, understands the conditions of approval and intends to comply with the conditions of approval," the minutes record. The minutes identify the applicant as Kelan Nielsen.
The motion to approve was made by Commissioner David Black and seconded by Commissioner Chris Wood; the minutes record that the motion carried. No public comment was given on the application.
The commission’s conditions also require completion of a building safety inspection before occupancy and compliance with any recommendations from the Price City Building Inspector and the Price City Fire Chief. The approval explicitly bars a storefront at this time and limits uses on the property to those indicated in the approval.
