DHHL outlines $600M infrastructure plan and Molokai lot counts

Khalani Fonda, acting administrator with DHHL’s land development division, provided a statewide funding and project update during the orientation on Molokai.
Fonda said DHHL estimates it has issued roughly 10,000–11,000 leases historically and that the department is "on track to issue out about 7,000 total leases combined from years 2025 to 2026." He said the legislature appropriated roughly $600 million for DHHL planning and build-out and that the department has allocated about $511 million toward infrastructure needs such as water, wastewater and roadways; roughly $36 million (about 5% of $600M) is set aside for financing and beneficiary services such as down-payment assistance and service-provider agreements.
Fonda described Molokai project specifics: 12 scattered residential lots in Hle Hua intended for the island's residential wait list and 16 subsistence agricultural lots in Naiva intended for beneficiaries on the agricultural wait list. He said subsistence agricultural lots are generally smaller than five acres and that most planned lots will be roughly two to three acres.
Fonda said vertical financing partners have brought about $2 billion in potential housing-finance capacity to projects under DHHL partnerships, but stressed that the appropriation covers infrastructure only and that partnerships with developers are expected to secure funds to build housing.
