Adriana Hosberg, representing the county executive, said the ZTA sends a clear signal to prospective employers that Montgomery County intends to be competitive on speed and predictability of reviews.
Planning staff framed the ZTA as a tool that can cut regulatory review timelines for qualifying projects, but the Planning Board recommended amendments to ensure the fast-track is limited to projects that add significant local employment and that are strategic to the county’s economic plan. Jared Smith of the Montgomery County Economic Development Corporation and representatives of the Chamber of Commerce and private developers urged approval, saying faster review and clearer thresholds help attract investment in life sciences, advanced technology and other priority sectors.
Supporters said the tool does not change development standards but reduces time-to-decision for qualifying projects, improving the county’s competitiveness in attracting employers that bring hundreds of jobs. Planning staff suggested limiting certain expedited benefits to designated policy areas to reduce transportation impacts; the council will consider those technical refinements in committee.
