Council voted to concur with the Muscogee Tourism Authority trustees’ resolution to dissolve the trust and return remaining funds and assets to the City of Muskogee.
Staff (Miss Spencer) summarized the trust’s history: the trust and its Roxy Theater arrangements were established in 2018, trustees began unwinding management agreements in 2025 and voted in May 2026 to wind up the trust and transfer remaining assets to the city. Spencer said the city has 90 days to concur and accept remaining funds and assets under the trustees’ resolution.
Public commenter Max Boydston urged the city to secure outstanding funds and seek a final accounting. Boydston said prior management (Oxford Productions) had increased administrative/management fees relative to income and that trust financial statements show restricted and unrestricted amounts that require clarification. He recommended freezing trust accounts and issuing a 10-day demand for final settlement if assets and funds were not remitted.
Council voted to concur with the trustees’ dissolution and accept assets and funds back to the city. Staff said the city will continue to pursue the final accounting and asset transfers consistent with the dissolution agreement.
What’s next: The city has a 90-day window to receive trustee-transferred assets; staff said they will follow up with the trustees and the former manager to complete the transfer and financial reconciliation.
