Council increases emergency water contract and catch-basin project limits to keep repairs on schedule

The City of Muskogee approved two contract amendments aimed at keeping emergency and capital maintenance work on schedule.
Council authorized increasing the not-to-exceed limit for the emergency water-system maintenance and street-repair contract with Cook Consulting LLC from $575,000 to $635,000 for the remainder of FY2025–26. Staff told the committee that the contract covers after-hours and emergency leaks, fire-hydrant repairs and work requiring specialized equipment; staff reported the contract has contributed to improved hydrant availability and noted large single repairs can quickly consume large portions of the contract cap.
Separately, the council approved increasing the not-to-exceed limit for a planned catch-basin replacement project from $200,000 to $260,000. Staff said the project replaces aging brick-style catch basins with new grates, frames or complete box rebuilds to reduce sinkholes and neighborhood flooding; 43 repairs were completed to date, with 23 full rebuilds.
Council members asked about repeat leaks and warranty or follow-up repair responsibility; staff said failed repairs would be remedied and that locating the next weakest part of an aging pipeline can require additional work. Both contract adjustments were approved by roll call.
What’s next: Staff will continue scheduled catch-basin replacements and emergency repairs under the amended limits and report progress to council as part of budget monitoring.
