Pixley PUD tables Notice of Completion for Well 4A pending final tests

Pixley Public Utility District staff reported on May 11 that Well 4A construction is essentially complete and the State issued a permit on April 30, 2026, but the board tabled formal acceptance until final testing and inspections are complete.
District Engineer Maija Madec said the Department of Drinking Water issued a new permit for Well 4A on April 30. Operations Supervisor Robert Masters said one Bac-T sample has passed and another test is scheduled; TCP and other contaminant testing are also scheduled. He said Dovali Construction will return to complete vibration testing on the pump once it is in operation.
District Counsel Chad Lew raised legal and contractual concerns about processing a Notice of Completion while testing and inspections remain unfinished, noting Notice of Completion triggers warranty and retention timelines. After discussion the board agreed to table the Notice of Completion until remaining punch‑list items and required tests are complete or to call a special board meeting if needed.
Operations staff said the well could be placed online as soon as two passing Bac-T samples are confirmed and other checks are completed. The board’s decision preserves retention and inspection levers while permitting staff to move forward with testing.
