Davison County Drainage Board approves expanded drainage permit for land leased by Mike Deinert

The Davison County Drainage Board on Oct. 21 approved a drainage permit allowing the installation of additional subsurface tile and a larger outlet pipe on land leased by farmer Mike Deinert.
Acting Drainage Administrator Wegleitner told the board the application — received Sept. 30, 2025 and noticed to neighbors on Oct. 7 (published Oct. 11) — is an extension and modification of a previously approved 2024 plan originally submitted by John Millan. The revised plan increases pipe size from 10 inches to a 12-inch solid outlet and adds approximately 39,690 feet of solid and perforated 4-, 6- and 12-inch tile in the NE 1/4 of Section 36, T103N, R62.
Why it matters: the drainage path follows an established route from the project area into an unnamed stream, then Dry Run Creek, through the City of Mitchell into Firesteel Creek, then the James River and ultimately the Missouri River. The board reviewed the application using the Davison County Drainage Ordinance checklist and SDCL 46A-10A and recorded no special conditions.
The motion to grant the permit was made by Board Member Edinger and seconded by Nebelsick. Acting Administrator Wegleitner reported there were no calls from abutting property owners. A roll-call vote recorded Ayes from Buchholz, Bult, Edinger, Larson, Nebelsick and Klumb; Member Kiner was absent. The motion carried and the permit was granted.
The board’s action changes the previously approved outlet diameter from 10 inches to 12 inches and adds additional tile along the same drainage path. The application record and the checklist used to evaluate the permit are on file in the Davison County Auditor’s office and the Drainage Administrator’s office.
The board did not attach special conditions to the permit. The Drainage Board set its next regular meeting for Nov. 18, 2025.
