Davison County board approves permit for 105,000-foot drain tile to outlet into Enemy Creek

The Davison County Drainage Board on Sept. 16 approved a permit for landowner Gordon Stahl to install about 105,000 feet of drain tile across parts of Sections 8, 17 and 18 (T102N, R60), with the outlet located on Stahl’s property draining to Enemy Creek and ultimately the James River. The Davison County Drainage Board granted a permit Sept. 16 allowing Gordon Stahl to install approximately 105,000 feet of drain tile across the S½ of the SW¼ of Section 8, the NW¼ of Section 17 and the NE¼ of Section 18 (T102N, R60), with the outlet in the SW¼ of the SW¼ of Section 17. The outlet drains into Enemy Creek, which flows to the James River in Hanson County.
Acting Drainage Administrator Wegleitner told the board there had been no calls from abutting property owners. Gridline representative Bryce Gillen described the project as a combination of new tile installation and cleaning of existing ditches and confirmed the outlet will remain on Stahl’s land. The application was received Aug. 26, 2025; neighbors were notified Sept. 2, 2025; and notice was published Sept. 6, 2025.
The motion to grant the permit was made by Chet Edinger and seconded by Mark Klumb; the roll call vote was Jerry Buchholz—aye, Gregg Bult—aye, Chet Edinger—aye, Jay Larson—aye, Denny Kiner—aye, Chris Nebelsick—absent, Mark Klumb—aye. The board said the decision was made following the checklist required by the Davison County Drainage Ordinance and SDCL 46A-10A.
Board members asked whether the outlet would be in a ditch; Gillen said the outlet will remain on the property owner’s land. Board members also noted there were no NRCS issues reported. The permit approval was listed along with the board’s standard findings; no conditions beyond the checklist were specified in the meeting record.
The board also noted an administratively approved application from Gordon Stahl (Aug. 28, 2025) to clean out an existing county-coordinated ditch in the SE¼ of Section 4, T102N, R60, which is limited to his property. The board set its next meeting for Oct. 21, 2025, and adjourned at 8:45 p.m.
