Yarmouth committee sets public hearing for Community Preservation Plan, hears updates on short-term rental study and Route 28 projects

The Community Housing Committee on Jan. 12 announced a Community Preservation Plan public hearing for Jan. 28 and heard several routine but consequential departmental updates affecting local housing policy.
Mary Waygan said she updated the Community Housing Plan statistics and removed the first-time homebuyer program to reallocate Community Preservation Act funds toward redevelopment of underutilized properties. She announced a Community Preservation Plan public hearing scheduled for Jan. 28 at 3 p.m. and noted the Housing Partnership hearing would follow.
Mary Waygan and Meggan Eldredge reported project updates on multiple Route 28 properties. Waygan said 703 Route 28 is slated for redevelopment as three duplexes comprising six four-bedroom units, which would trigger affordable-housing requirements; the project will be reviewed by Site Plan Review on Jan. 20. Waygan also reported that 645 Route 28 underwent a site-plan review on Jan. 6; reviewers asked the developer to merge two lots to meet the town’s parking-count requirements, and the parcel is currently being used for sewer-construction staging and will be unavailable for flushing for about two years.
Waygan said the Affordable Housing Trust will meet Jan. 20 at 10 a.m., when the University of Massachusetts Amherst Donahue Institute will present an updated short-term rental study examining benefits of affordable rentals and strategies to convert short-term rentals back into year-round housing. The transcript indicates the Trust issued an RFP for a rental-assistance program and interviewed two respondents.
Planning Board members present flagged that the expiration of a provision allowing short-term rentals in Yarmouth will create upcoming zoning work. The committee’s calendar of upcoming meetings was set through June.
