Town staff updated the Community Housing Committee on progress for a proposed Habitat for Humanity neighborhood at 1121 Route 28 in South Yarmouth.
Mary Waygan, the town’s Affordable Housing/CDBG program administrator, said a Jan. 5 site visit included committee leadership, state representatives and Habitat for Humanity. Habitat told the committee it expects a state project eligibility letter (PEL) that would clear the way for an application to the Zoning Board of Appeals for a Comprehensive Permit.
Waygan told members that wastewater capacity for the site will not be available until 2028, a constraint that will affect the project’s timeline. Committee members and staff discussed inclusionary zoning expectations — noting an approach that would add one affordable unit for every five units in new development — and the steps Habitat must take before proceeding to permit review.
No formal vote was taken on the project at the Jan. 12 meeting. Committee members were advised that further permitting steps depend on state eligibility determinations and on timing of sewer availability.
