Avon board approves updated facility fees, policy revisions and White Oak handbook amendment

At its June 8 meeting the Avon Community School Corp board approved several administration-recommended operational items intended to clarify policy, preserve facilities for district needs and comply with external program requirements.
Mrs. Glass reported the district received approximately $34,299.55 in technology, printing and recycling rebates for the first quarter of 2026, which she said supports the operations fund and helps reduce taxpayer expense.
On policy, Superintendent Dr. Windham summarized second-reading changes. Two new policies (4110 and 4307) and four revised policies (including 1700 on public records, and updates to 410, 430 and 4410) were moved and approved 4–0. Dr. Windham said the public-records revision includes recommended language to allow the district to deny commercial records requests tied to market research, following guidance from outside counsel.
The board approved an amendment to the White Oak Early Learning Center handbook so the program can meet Child Care and Development Fund (CCDF) eligibility, specifically by adding a discipline/suspension/expulsion policy as a standalone section. Administration said the change aligns center handbooks with existing district practice and CCDF requirements.
Dr. Finley presented a review of facility usage fees (last revised in 2018). The updated fee structure aligns weekend and one-off event rates with the district’s true staffing costs (custodial, safety officers, kitchen staff) and comparable local rates; administration recommended about a 10% increase for outside, for-profit one-time rentals while longstanding memoranda of understanding (MOUs) for recurring users (some churches, Avon Swim Club, Avon Youth Sports) remain separately negotiated. Trustees approved the proposed fee changes on a 4–0 vote; administration said it will provide partners with notice and will review MOUs annually.
The board also approved the recommended board-meeting calendar for 2027 and accepted the consent agenda that included minutes, claims and payroll, personnel reports and donations.
