San Luis council approves wastewater contract, streetlight deposit, paving work and new ambulance purchase

The San Luis City Council on June 19 approved multiple infrastructure and public‑safety investments, including a construction contract for a wastewater plant expansion, a deposit to Arizona Public Service for streetlighting work, a paving contract for the Public Works yard and purchase of a new ambulance.
Director of Public Works Eduardo Rivera told the council the city received two bids for the West Wastewater Treatment Plant expansion and negotiated scope reductions and a deductive change order to reduce cost; staff said the revised contract amount after the change order is approximately $36,871,377, and the motion approved awarding a construction contract to Filan Construction Company Inc. during the meeting. A council member thanked staff and the contractor for saving “more than $4,000,000.”
Assistant Director Manuel Hernandez requested approval to pay an APS deposit invoice of $62,230.85 to schedule construction of 13 new streetlights along the east side of Sidewinder Road; staff noted the project is budgeted at $104,000 and that APS is the sole electric service provider in the area. The council approved paying the deposit.
Public Works also recommended awarding a $61,424.58 contract to Gutierrez Canales Engineering PC to pave the Public Works yard entrance at 4th Avenue using a budget transfer; the council approved the award.
Fire Chief Angel Ramirez asked the council to purchase a new ambulance via the HSTAC cooperative program, citing long vendor lead times (16–24 months), and noting the oldest unit has about 300,000 miles; council approved the purchase. Ramirez said there will be no fiscal impact until FY2028.
Each contract and purchase was approved by motion and recorded vote or roll call as required by city procedure.
