San Luis adopts updated international building codes; mayor abstains from resolution

The San Luis City Council voted June 19 to declare updated technical building code documents public records and to adopt new editions of the International Building Code and related professional codes with local amendments.

Building Official Joaquin Campa presented Resolution 2401 and Ordinance 485, explaining the city is proposing adoption of the 2024 International Building Code and 2024 International Residential Code plus specified 2018 and 2020 editions of mechanical, plumbing, fuel gas and electrical codes. Campa said staff held an informational meeting with local contractors and that local amendments were prepared to account for regional climate, seismic and construction practices. “The adoption of this code will also allow the City Of San Luis to remain consistent with neighboring cities,” Campa said.

Council first adopted Resolution 2401 (declaring the technical code documents public records). Mayor Nieves Rado recorded an abstention and stated she was ‘‘covering every single angle for my company’’ when explaining her abstention. The council then approved Ordinance 485 by roll call, which renumbers relevant city‑code sections and sets an effective date of Sept. 14, 2026.

Staff said the changes are primarily organizational and intended to modernize standards and improve regional consistency for contractors, permitting and inspections. The building safety department will publish the adopted amendments on the city website and provide information at the front desk for residents and developers.
