San Luis council approves tentative $152.4 million FY2026–27 budget

The San Luis City Council approved the tentative fiscal year 2026–27 budget at its June 19 meeting, advancing a spending plan that city staff said totals approximately $152,375,550.
Director of Finance Raula Encinas presented the proposal, saying, “The proposed fiscal year 27 budget totals approximately $152,300,000,” and walked the council through revenue projections, reserves and planned capital projects. Encinas noted that personnel costs represent about $40,400,000 of the proposal and that the capital improvement program totals roughly $42,500,000, funded by a mix of grants, enterprise funds and general resources.
The budget package includes a $1.6 million cost‑of‑living and salary increase option, four new positions (an assistant city attorney, GIS technician, IT network administrator and building maintenance), and one reclassification. Encinas emphasized that, under state rules, the tentative budget sets an overall ceiling that cannot be exceeded at adoption but allows reallocation between accounts.
Council members asked for clarifications about manager spending authority, the timing of position reclassification and whether small community events could be funded without repeated council action. City Manager Jenny Torres and legal/finance staff explained that council direction can reallocate contingency funds prior to final adoption and that the council may establish a discretionary manager fund in a future meeting to streamline low‑cost events.
The council approved the tentative budget by roll call vote; a dissenting vote was recorded during the roll call. The tentative budget will be posted for public review and proceed through the next steps in the adoption process.
