The Detroit Lakes City Council on June 9 approved multiple items related to Detroit Mountain Recreation (DMR).
Tom Teal and staff described a legacy-grant-funded campground project estimated at about $2.8–$2.9 million that requires a local match. Staff identified about $73,530 in food-and-beverage-tax-eligible line items and recommended the council commit that amount as the city’s local match; council approved the commitment. Staff noted the food-and-beverage funds would likely be required in 2028 when the match is payable.
Council also approved the DMR 2026–27 rates recommended by finance committee: staff described roughly a $4 increase to lift tickets and about a $7 increase to equipment rental (a catch-up after several years without rental increases), and members noted that DMR remains competitively priced in the region.
Separately, the council approved final payments to two legacy-grant contractors—Hammer’s Construction (treehouse project) and Linco (parking lot and Nordic ski-trail work)—conditioned on receipt of final closeout paperwork to allow the city to submit final grant reimbursement requests.
Tom Teal said the campground will fill a local need for overnight camping and support outdoor recreation in the community. Kelsey and finance committee members said additional gap financing options under consideration could include public-utilities in-kind contributions or development-authority low-interest loans for the remaining match if required.
