Pelham's board used its June 9 work session to preview an appeal of a planning-board decision on a site-plan application for 26 Boulevard focused on a proposed circular driveway. Staff and the Chair said the board will consider only the driveway element; the broader site plan does not require village approval.
Staff reported the planning board did not issue a positive recommendation on the circular-driveway component, which has prevented the issuance of a building permit; the applicant has appealed that planning board recommendation to the village board. Staff said the applicant's architect was expected to attend in the 8:00 hour for the appeal hearing, and several members said they preferred to discuss the matter in front of the applicant.
The Chair and staff made clear the village board's role is limited to the circular-driveway question and not the entire site plan. The board did not take a final vote on the appeal at the work session; the matter will be considered during the regular meeting when the applicant is present.
Next steps: the appeal hearing will proceed later in the evening with the applicant and architect expected to attend; the planning-board memorandum was on record but the planning board member who prepared the memo was reported as out of state and not present at the meeting.
