Board seeks larger budget, approves exploring at-large membership and notes staffing changes

Jean Zepfil reported the board has spent about 26% of its $50,000 fiscal-year budget to date and flagged two pending grant requests—each for about $25,000—one to augment litter-cleanup capacity around holidays and one to support communications for the new ordinance. "I have submitted two grant requests… I asked for $25,000 for each," Zepfil said; both applications were pending.
Victoria Hoffman, county staff, told the board she had hired a new administrative specialist, Alyssa, who will start next week to help with operations. Hoffman also advised that a signed county memorandum of understanding remains required before DOT will issue the encroachment permit for the Route 278 welcome sign.
Joe Passman, the board’s county council liaison, proposed a plan to add $100,000 to the board’s roughly $22,000 rollover in three parts—$20,000 for additional signs, $25,000 for ordinance implementation materials, and $55,000 for plants—creating a next-year target budget of $122,000. Passman said he would pursue that request with county administration.
On governance, the board debated the difficulty of filling seats by district and voted to explore at-large appointments to increase volunteer participation. Pam Floyd moved to pursue at-large membership and the board approved the motion by voice vote.
Members also discussed procurement timing and the risk that unencumbered funds could revert to surplus. They urged planning purchase orders and proposals for the August meeting so the board can act quickly if budget allocations are approved for the next fiscal year.
