Beautification board advances welcome sign, plantings and DNR barge removal

The Keep Beaufort County Beautiful board on June 11 reviewed progress on multiple beautification projects, including completed plantings at Gardens Corner, a scaled-up ‘Welcome to Beaufort County’ sign for Route 278 awaiting permits, and an upcoming state-led removal of an abandoned barge in Mackay Creek.
Jean Zepfil told members the new Route 278 sign is designed at approximately 4 feet by 6 feet and that the county has cut a purchase order for fabrication; the project cannot proceed until the South Carolina Department of Transportation issues an encroachment permit and the county turns over a signed memorandum of understanding. "We have been through every step and would have not made it as far as we have without Victoria in public works," Zepfil said, adding that DOT approval and a signed MOU are the last steps before fabrication.
Victoria Hoffman, Beaufort County solid waste and recycling staff, said the county council placed the MOU on the May 26 consent agenda and it was approved; she is awaiting a signature from administration before forwarding the document to DOT. Hoffman also described staff coordination to carry forward a purchase order and noted this is her first time navigating DOT encroachment permits for signage.
On plantings, board members said contractor crews and volunteers completed work at Gardens Corner and planted about 1,500 bulbs. Members praised public works for assistance and discussed moving temporary metal signs between sites, including Frasier Circle.
Zepfil reported conversations with the state Department of Natural Resources that resulted in an issued purchase order to remove an abandoned barge in Mackay Creek; DNR is scheduling its contractor and the board may participate in a DNR-led media event when removal occurs.
Board members asked staff to continue coordinating DOT contacts, library and airport partners for additional signage, and to return with a timeline once the signed MOU is received so installation can be scheduled.
