Planning Commission tables draft solar farm ordinance for further review

The Leacock Township Planning Commission on Jan. 27 tabled consideration of a draft solar farm ordinance to allow further review after commissioners raised several technical and policy questions.
Township staff member Jennifer Prunoske provided background on the ordinance draft. Chairman Greg Hurst asked about stormwater management and which zoning districts the ordinance would permit. Commissioner Carl Kosko pressed for clarity on environmental impacts and whether the draft should require a "technical analysis" similar to provisions in other municipalities; Mr. Kennedy said he would research those considerations. Commissioners also discussed whether other nonconforming uses (for example, data centers) should be addressed preemptively by drafting additional ordinance language. After brief discussion, Mr. Hurst moved to table the topic to give commissioners more time to review the draft; Mr. Kosko seconded and the motion carried by unanimous consent.
The Commission requested staff follow up with suggested language or comparisons to other local ordinances addressing stormwater and environmental/technical analysis requirements. No timetable for returning the draft to the Commission was specified.
