Shawnee receives unmodified (clean) audit opinion for 2025, auditors report no recommendations

Shawnee's 2025 financial statements received an unmodified (clean) opinion from Gordon CPA, the city's contracted auditors, the firm reported to the council on June 8.
Sean Rocker, the city's finance director, introduced Sean Gordon, principal auditor from Gordon CPA, who said the firm issued an unmodified opinion on the city's financial statements for the year ended Dec. 31, 2025. Gordon also said the auditors issued an unmodified opinion on federally required ARPA reporting for the funds the city spent during the year.
"This is the highest and cleanest auditor's opinion that we can issue," Gordon said, and added staff responded in a timely way to audit requests. He concluded by saying there were no auditor recommendations to communicate to the mayor and council.
Council members thanked the finance staff for their work and said the clean opinion increases their confidence in city finances.
Why it matters: An unmodified opinion is the best standard auditors can issue and signals that the city's financial statements fairly present its financial position under generally accepted accounting principles; it also reduces short-term financial risk perceptions in debt markets and among stakeholders.
